Richard Spires, CEO of Resilient Network Systems, has said any procurement reform needs to provide government market access to companies.
Spires wrote in an opinion article for FCW published Wednesday that slow technology adoption at present has deterred startup businesses from selling to the public sector.
This despite efforts from some federal agencies to introduce new technologies to the government, he added.
“As I have learned from having participated in a number of startups, testing and refining your capabilities with potential and actual clients is the foundation for success,†Spires wrote.
He added that “refinement through use and feedback from customers” helps to develop a product or service, referring to the agile business development approach that he says is the orientation in Silicon Valley.
“Unfortunately, as those of us who have worked in federal IT know all too well, this is not how the government typically buys,†Spires wrote.
