ITAPS' Trey Hodgkins: Workforce, Budget Challenges Delay Federal Cybersecurity Program - top government contractors - best government contracting eventSome industry representatives have said that lack of funds and human resources has delayed the implementation of a four-phase $6 billion cybersecurity program meant to help secure federal networks, FCW reported Thursday.

Trey Hodgkins, senior vice president of the Information Technology Alliance for Public Sector, told House lawmakers during a Wednesday hearing the current budget process delays the Continuous Diagnostics and Mitigation program because agencies are not allowed to spend money before an appropriation.

Hodgkins added he believes a shortage of government cyber professionals also affects the program managed by the Department of Homeland Security.

The CDM effort aims to provide civilian agencies access to technology platforms and expertise that can differentiate trusted from unverified users, observe network traffic and protect networks against security threats.
