Johns Hopkins APL Senior Fellows Unveil New Paper on National Security - top government contractors - best government contracting eventThe Johns Hopkins University Applied Physics Laboratory has commissioned a paper that explores the premises and the country’s core strengths and how they help shape the strategies, processes and institutions related to U.S. national security.

The paper “gives us a more complete strategic picture, which can inform our research and development decisions affecting military capabilities,” APL Director Ralph Semmel said in a statement published Tuesday.

“The ideas discussed can help us focus our efforts more effectively on key areas that could profoundly and positively impact our nation and the world for generations to come,” Semmel added.

JHU APL senior fellows wrote the document, which cites several challenges to the country’s superiority as a world leader and notes about the emergence of new technology and international interdependence.

The authors of the paper “A Preface to Strategy: The Foundations of American National Security” are:

  • Avril Haines, former deputy national security advisor
  • James Stavridis, former NATO Supreme Allied commander
  • James Miller, former defense undersecretary for Policy
  • James Gosler, former director of CIA’s clandestine information technology office
  • John Allen, former commander of ISAF Afghanistan
  • Lisa Disbrow, former acting Air Force secretary
  • Paul Stockton, former assistant secretary of defense for Homeland Defense and Americas’ security affairs
  • Phil DePoy, former president and CEO of the Center for Naval Analyses
  • Richard Danzig, the paper’s primary writer and former secretary of the Navy
  • Robert Work, former deputy defense secretary
  • Samuel Locklear, former commander of U.S. Pacific Command
